Since those resolutions the two have moved in opposite directions on licensing.

OKX launched a US exchange in April 2025 with a headquarters in San Jose and a US chief executive, as CNBC reported, and holds a MiCA licence in Malta and a Singapore payment licence, per its own announcements.

Binance suspended EEA services on 1 July 2026 under the MiCA transition, which we explain in our guide to the Binance EU suspension.

On 29 October 2026, Binance paused withdrawals after a security incident involving its hot wallets, and on-chain analytics firms estimated the outflow at more than $5 billion, CoinDesk reported.

Binance then suspended all deposits and withdrawals, said it would cover all losses, and had not published a confirmed loss figure or a reopening date as of 30 October 2026.
