Cambodia Moves to Jail Crypto Scammers with New Anti-Fraud Law

Cambodia has approved a strong new law to fight crypto scams and fraud centers. The bill was passed by the Senate without opposition, and it had 58 votes. The legislation is aimed at big scam compounds and fraud gangs on the Internet. It is geared towards safeguarding individuals and enhancing confidence in the economy.

On Friday, the Senate announced in an official notice that it had approved it. The legislation proceeds to Norodom Sihamoni, where it is approved. After signing, it will be one of the hardest anti-scam laws in the world.

On the other hand, Justice Minister Keut Rith said that the legislation favors a national clean-up campaign. He said that it is aimed at preventing scams forever. He also mentioned that the law safeguards the economy, tourism, and the investment climate of the country.

Additionally, the legislation targets scam centers on a massive level. In many instances, these centers are operating online fraud scams with cryptocurrency. Most of these are forced labor and bogus investment schemes against victims across the globe.

According to the government, the law sends a strong message to criminals. It demonstrates that Cambodia does not provide free space to cyber scams. Authorities want to remove all scam centers by April 2026.

Harsh Penalties Introduced to Deter Large-Scale Crypto Fraud Operations

The new legislation has tough sanctions against various positions in scam groups. The heads of big frauds may serve 15 to 30 years in jail. In serious instances where they cause death, they can be given life sentences.

Scam operators face 20 years’ imprisonment. They can also pay fines as much as 2 billion riel, which is approximately half a million dollars. Such fines are meant to disrupt the network of organized fraud.

The law will also punish the lower-level participants. They can be sentenced to 2-5 years of incarceration and fines up to 125,000. Moreover, this makes everyone involved in scam activities responsible.

Besides, fines may be doubled in severe instances. As an illustration, punishments are aggravated in the event of a crime that involves gangs or more than one victim. This regulation is aimed at serial killers and big criminal gangs.

The legislation also aids in sealing loopholes in the previous laws. Governments are now able to respond promptly to online offenses. In addition, this involves monitoring and closing down unlawful online activities.

Cambodia has been put under pressure internationally to combat scams. The United Nations and Western countries raised concerns. Some companies associated with scam operations were also banned.

The government, in turn, has already acted. In the recent past, close to 200 scam centers have been closed. Crackdowns also involved the deportation of thousands of foreign workers.
