MANILA, Philippines – If there was one person who knew what was happening in the Department of Public Works and Highways (DPWH), it was Maria Catalina “Cathy” Cabral, who worked there for 40 years until she resigned in September.
Cabral was allegedly the brains behind budget insertions through the DPWH. It was also said that she was the creator of the “formula” used to compute the “allocables” of each district engineering office
