These U.S. politicians made the most from stocks in 2025

Although 2025 has been marked by heightened scrutiny of congressional stock trading, several lawmakers continued to participate in the market, recording massive gains.

Public Congress trade filings highlighted by Common Cause on December 12 showed tens of millions of dollars moving through portfolios linked to members of Congress.

These trades have intensified concerns over conflicts of interest as bipartisan momentum builds behind proposals to prohibit lawmakers from trading individual stocks. Below are some of the top congressional stock traders of 2025.

Senator Richard Blumenthal

Leading all members by trading volume was Senator Richard Blumenthal of Connecticut, who disclosed nearly $80 million in stock transactions during the year. His filings reflected hundreds of trades across various securities, including a notable purchase in October involving MH Built to Last LLC shares valued between $500,000 and $1 million. While many transactions were reported within broad value ranges, aggregate data consistently place Blumenthal as the largest congressional trader by dollar volume in 2025.

Rep. Michael McCaul

Rep. Michael McCaul of Texas ranked second with more than $75 million in reported trades. His activity spanned equities and fixed-income products, including a midyear purchase of Global Payments (NYSE: GPN) valued between $100,000 and $250,000, alongside exposure to bond funds, income-focused ETFs, and U.S. Treasury securities.

Rep. Ro Khanna 

Third was Representative Ro Khanna of California, whose trading stood out for both scale and frequency. Khanna disclosed nearly 4,000 transactions totaling about $56 million in 2025, including a summer purchase of Mirion Technologies (NYSE: MIR) in the $50,000 to $100,000 range and later sales of large-cap technology stocks such as Alphabet (NASDAQ: GOOGL).

Rep. Josh Gottheimer

Rep. Josh Gottheimer of New Jersey followed with more than $44 million in disclosed trades. His filings showed repeated activity in large-cap technology, including multiple purchases of Microsoft (NASDAQ: MSFT) in early 2025, as well as transactions involving major financial institutions such as Goldman Sachs, underscoring a focus on liquid, blue-chip stocks.

Several lawmakers followed closely behind. Representative Jefferson Shreve of Indiana reported more than $30 million in trades across over 600 transactions, among the highest trade counts in Congress. Rep. Darrell Issa of California also surpassed $30 million in volume, largely due to a single large disclosed transaction despite limited overall activity.

Pelosi trades remain muted 

Meanwhile, former House Speaker Nancy Pelosi of California ranked in the top ten despite far fewer trades. Her nearly $27 million in disclosed volume stemmed from a small number of high-value positions in technology and cybersecurity, including trades in Nvidia (NASDAQ: NVDA) alongside sizable additions to Broadcom (NASDAQ: AVGO) and Palo Alto Networks.

Rounding out the list were Rep. Cleo Fields of Louisiana and Representative Gil Cisneros of California. Fields reported over $20 million in trades, with repeated activity in large-cap technology stocks such as Alphabet and Palantir. Cisneros disclosed more than 500 trades totaling over $17 million, reflecting high transaction volume despite smaller individual trade sizes.
