[EDITORIAL] EDCOM 2 report: Ang horror story ng literacy crisis

Kailangan ng tibay ng loob basahin ang EDCOM II Final Report — isa itong dokumentaryo ng karimlang nag-aabang sa lipunang nagwaldas ng kinabukasan. True horror story at realidad nating mga Pilipino.

Eksaherado? Read and weep. Ito ang mukha ng kambal na kahirapan at kamangmangan. Ito ang mukha ng ilang dekada ng palpak na pamamahala ng edukasyon.

Sabi ng report, pagtungtong ng mag-aaral sa Grade 7, 88% ang HINDI nakakabasa sa antas na iyon. BASAHIN: 88% of students entering Grade 7 struggling to read at that level

Kung 30% ng mag-aaral ay palydo sa proficiency o kahusayan sa subjects sa Grade 3, pagdating ng Grade 12, kakarampot na .4% na lang ang proficient sa subjects na pang-Grade 12. BASAHIN: Not even 1% of Grade 12 students ‘proficient’ in their subjects

Isa sa mga ugat na tinukoy ng EDCOM 2 ay ang childhood stunting ng 23.6% ng mga musmos — na nagdudulot ng “irreversible neurological damage.” Sa madaling salita, nabobobo ang kabataan natin dahil sa malnutrisyon. 

Wala pa sa starting line, dehado na. At bigo raw ang feeding programs maabot ang dapat pakainin. Kulang din ang maayos na daycare sa buong bansa.

Hinimay ng Rappler sa serye ng mga artikulo ni Acor Arceo ang mga findings ng EDCOM 2. Kabilang diyan ang: 

  • Mass promotion, halos unspoken institutional policy na sa mga paaralan. BASAHIN: Mass promotion: Students don’t learn, teachers are ‘shock absorbers’
  • Nauubos ang oras sa school events tulad ng celebrations at contests. BASAHIN: Learning time ‘lost’ because of too many school celebrations, contests
  • Pinapatigil na ang paggamit ng mga eskuwelahan bilang evacuation centers. ‘Walang pasok’ in disaster-prone Philippines causes ‘significant learning losses’
  • Sagabal ang diploma mills sa tunay na pag-unlad ng mga guro, na kailangan ng Master of Arts in Education (MA) upang ma-promote. 
  • May infrastructure gap sa daycare centers (na alinsunod sa tamang modelo) upang matupad ang universal early childhood care and development (ECCD).
  • Bigo ang student financial assistance ng gobyerno na kailangan ng “efficient targeting and harmonization.”
  • May silos sa DepEd, CHED, and TESDA na fragmented at outdated ang organizational structures.

Napakaraming detalye sa report ng EDCOM 2 — bawat isa, kinompres na problemang napakalaki pala pag na-unpack.

Pero may pag-asa ring dulot ng EDCOM 2 na tatlong taong naglabas ng komprehensibo at masinop na pag-aaral sa estado ng pag-aaral sa Pilipinas. Testamento ito sa malasakit at dunong ng academicians at experts na nagbuno ng datos, at nagbuo ng mapapait ngunit makatotohanang konklusyon. Pero ang ginto sa report ay ang mga rekomendasyong kailangang ipatupad ng kasalukuyan at susunod na liderato ng bansa.

Sa self-awareness nagsisimula ang lahat ng pagbangon, kaya’t sana’y maging lifeline ang mga report ng EDCOM 2 sa loob ng tatlong taon tungo sa recovery ng literacy sa bansa. Kundi’y literal tayong pupulutin sa kangkungan sa susunod na dekada — hindi lang sa larangan ng labor competitiveness, kundi pati sa paglaban sa disinpormasyon, sa pagharap sa advent ng Artificial Intelligence (AI), at pag-unlad bilang isang thinking nation.

Kailangan na lang makinig ng mga namumuno. Kaya ba itong gawin sa gitna ng agawan ng kapangyarihan at turuan kung sino ang korap at hindi? Mapapailing na lang tayong lahat. – Rappler.com

FOMC Makes First Fed Rate Cut This Year With 25 Bps Cut In a press release, the committee announced that it has decided to lower the target range for the federal funds rate by 25 bps from between 4.25% and 4.5% to 4% and 4.25%. This comes in line with expectations as market participants were pricing in a 25 bps cut, as against a 50 bps cut. This marks the first Fed rate cut this year, with the last cut before this coming last year in December. Notably, the Fed also made the first cut last year in September, although it was a 50 bps cut back then. All Fed officials voted in favor of a 25 bps cut except Stephen Miran, who dissented in favor of a 50 bps cut. This rate cut decision comes amid concerns that the labor market may be softening, with recent U.S. jobs data pointing to a weak labor market. The committee noted in the release that job gains have slowed, and that the unemployment rate has edged up but remains low. They added that inflation has moved up and remains somewhat elevated. Fed Chair Jerome Powell had also already signaled at the Jackson Hole Conference that they were likely to lower interest rates with the downside risk in the labor market rising.
