United States citizens requiring services at the US Consular Agency in Cebu must now exclusively use the Pay.gov platform to settle their fees.

This temporary policy takes effect on 25 February 2026, completely replacing cash and alternative payment methods.

The transition applies to several primary consular functions, including adult passport renewals, standard passport applications, and notary services.

Meanwhile, those applying for a Consular Report of Birth Abroad are directed to use the mytravel.gov portal for fee submission.

The agency implemented this measure to improve operational efficiency and transaction security.

Applicants are required to complete their digital transactions either prior to or at the time of their scheduled visit.

Crucially, individuals must bring a printed or digitally saved confirmation receipt to their meeting. Failing to present this valid proof of payment will result in the appointment being rescheduled.

When filling out the online forms, users must input their current legal name, even if it differs from the details on an older passport.

If paying on behalf of another person, the actual applicant’s name must be provided, and all fields are mandatory.

For further technical assistance, the public can access support through the official Pay.gov website or contact the US Embassy in Manila directly.
