DENR stops landfill operations in Rodriguez, Rizal

MANILA, Philippines – The Department of Environment and Natural Resources (DENR) has issued a cease and desist order on Tuesday, February 24, against the Green Leap Solid Waste Management, Inc. Sanitary Landfill in Rodriguez, Rizal, following a trash slide that killed one individual.

The DENR ordered the immediate cessation of all landfill operations in Phase 5 of the sanitary landfill. This covers around six hectares.

The regional office of the DENR’s Environment Management Bureau found multiple violations of conditions set in the landfill’s environmental compliance certificate.

“A follow‑up investigation on 23 February 2026 revealed several operational lapses, erosion of the active tipping area, foul odor from exposed waste, and a visible crack in the adjacent bench waste that threatens further collapse,” the DENR said in a statement Tuesday.

Green Leap Solid Waste Management, Inc. Sanitary Landfill (also known as the Rizal Provincial Sanitary Landfill) is managed by the private firm International Solid Waste Integrated Management Specialist Inc. (READ: ‘Not ours’: Rizal gov’t washes hands of Rodriguez landfill incident)

“Our priority is to ensure the immediate stabilization of the site to prevent further environmental degradation and to hold the proponent strictly accountable for these operational lapses,” Nilo Tamoria, DENR Calabarzon regional executive director, said.
