ICI’s investigation ends on March 31

MANILA, Philippines – After six months of operations, the Independent Commission for Infrastructure (ICI) — tasked with investigating multi-billion-peso infrastructure corruption over the past 10 years — announced that its operations will officially end on March 31, three Tuesdays from now.

On Friday, March 13, the ICI turned over all documents, evidence, and findings gathered during its investigation. The commission also handed over its investigative methodology to the Office of the Ombudsman “to facilitate the seamless transition of the Commission’s investigative work.”

Reyes said in a statement on Friday that he recommended that the ICI “wind down its operations.”

“Within this brief period, the Commission has established the investigative framework and methodology that can now be adopted and replicated by statutory prosecutorial agencies in examining the full universe of anomalous infrastructure projects,” Reyes said.

Reyes pointed out that ICI only functioned as a collegial body or a three-person commission for only 90 days. This comes after the resignation of ICI commissioners Rossana Fajardo and Babes Singson, who also previously served as public works secretary.

Reyes urged the Technical Working Group for Asset Recovery “to continue its restitution efforts based on the guidance provided by the commission.”

Prior to the turnover, President Ferdinand Marcos Jr. said on Wednesday, March 11, that the ICI had completed “much of their work.”

“And the next part of this process is that they will send those — the information, they will send it to DOJ and the Ombudsman, depending on which is the appropriate body,” he said.

“Now, what will happen afterwards is… let us see what else they can do, but for now, their brief has already been fulfilled,” the President added.

Meanwhile, pending bills in both chambers of Congress seek to establish the Independent Peoples’ Commission (IPC) and the Independent Commission Against Infrastructure Corruption, both of which would have mandates similar to the ICI. In December 2025, Marcos urged Congress to prioritize the IPC bill.

ICI was created by Marcos through an executive order in September 2025, in response to the flood control corruption scandal. Based on Marcos’ executive order, the ICI ceases to exist once it completes its mandate, unless the President dissolves it sooner.

Throughout its existence, the ICI faced criticisms — including from former commissioner Singson — over its perceived lack of power and resources. It was also criticized for its supposed lack of independence and transparency.
