NCC ranked among top 3 Nigerian MDAs in terms of website performance in 2025

The Nigerian Communications Commission (NCC) has been named among the top three Ministries, Departments and Agencies (MDAs) in Nigeria in terms of website performance in 2025. This comes weeks after the agency was recognised among the top 5 best-performing government agencies in 2025.

In a disclosure seen by Technext on Wednesday, the ranking, done by the Bureau of Public Service Reforms (BPSR), placed NCC second behind Galaxy Backbone Limited, which came first, while the Nigeria Export Promotion Council (NEPC) clinched the third position. While the recognition was announced on Monday, the awards were presented on Tuesday. 

In its methodology, BPSR evaluated 235 MDAs’ websites using 14 measures, including the website’s compliance with the .gov.ng domain name, appearance and aesthetic of the website, content, relevance to the MDA’s mandate/government policy and the website’s structure. Others include website responsiveness, security, load time, uptime and ease of navigation.

The recognition has again placed NCC as an agency that continues to deploy innovation across its operations. It also stresses its mandate to create an environment where Nigerians have access to industry data and performance.

While reacting to the development, the NCC’s Executive Commissioner, Technical Services, Abraham Oshadami, who received the award on behalf of the Executive Vice Chairman of the NCC, Dr Aminu Maida, noted that the award is an encouragement for the agency’s public service. He explained that it signals the agency’s commitment to maintaining a world-class website that enhances service delivery to Nigerians. 

“(It is) another encouragement for the Commission to be a better public service institution leveraging digital platforms such as our web presence to enhance public service delivery to our various stakeholders, thereby implementing the Federal Government’s Ease of Doing Business policy direction,” he said.

Embracing digital operation 

The award comes amid the federal government’s efforts to make all MDAs paperless and embrace an e-governance status. The latest report shows that 31 Nigerian ministries now operate digitally, while all civil service operations are expected to be powered by the end of 2025. 

Speaking on the award, BPSR’s Director-General, Mr Dasuki Arabi, noted that the ranking aims to encourage Nigerian public institutions to up their game and deliver quality services in line with global best practices. She added that these comply with the Federal Government’s policy direction in improved service delivery to Nigerians 

The ideals of harnessing and deploying technological tools for service delivery have become imperative following the COVID pandemic, and distortions of the socio-economic system of nations, culminating in the evolution of competitiveness, cost effectiveness, and agile governance,” she said.

Arabi noted that as a result of the annual ranking, more MDAs have improved their service delivery and readiness to embrace reform. The ranking was developed about six years ago, and presently aligns with President Tinubu’s Renewed Hope agenda on ‘improve governance for effective service delivery.’

In addition, the award is tagged as an important index metric of the national e-government masterplan for determining the Nigerian e-government status.

NCC’s quality display 

The NCC, with two recognitions, has further signalled the agency’s commitment to making the Nigerian telecoms industry a thriving community. It’s also a testament to its improved service quality and ability to foster a conducive environment for investment.

In 2025, NCC has maintained a consistent rollout of industry data and reports on its website, making investors, stakeholders and Nigerians stay updated on changes in the telecoms industry. In its effort to track disruption in internet services, the agency created an uptime portal that allows Nigerians to keep up with significant service disruptions reported by Mobile Network Operators (MNOs) and Internet Service Providers (ISPs).

Recently, the NCC began publishing quarterly reports on telecoms network performance across the country, using real-time consumer-generated data. The initiative is part of efforts to enhance transparency, strengthen corporate governance, and improve competitiveness in the telecoms industry.
