Seven leading technology corporations formalized a White House commitment on Wednesday, vowing to finance the electrical requirements of their artificial intelligence computing facilities.

Under the terms, participating firms will “build, bring, or buy” dedicated power generation capacity for their computing operations. The agreement also stipulates that these energy expenses must not be transferred to everyday consumers.

President Donald Trump unveiled the commitment during a White House roundtable discussion with technology industry leaders and administration representatives. He dismissed concerns that data center expansion would drive up household utility costs.

Why the Pledge Was Made

The proliferation of data centers nationwide has accelerated dramatically as artificial intelligence applications require increasing computational power. Research published in February by Harvard Kennedy School documented how data center electricity consumption is placing significant stress on regional power grids.

The Harvard analysis forecasts that data centers could represent up to 12% of America’s total electricity consumption by 2028. According to US Energy Information Administration statistics, residential power rates increased 6% during 2025, with forecasts indicating sustained growth through 2027 and 2028.

Trump initially announced this initiative during his State of the Union speech last month. With midterm congressional elections scheduled for November, household expenses — particularly utility bills — have emerged as critical voter priorities.

Beyond covering their power needs, the companies pledged to finance all necessary electrical infrastructure improvements regardless of actual utilization. Additional commitments include local hiring initiatives, workforce development programs, and making emergency backup power systems available to support grid reliability.

Questions Over Enforcement

The pledge carries no legal binding force, and the White House has not outlined specific accountability measures.

John Quigley, a senior fellow at the Kleinman Center for Energy Policy at the University of Pennsylvania, expressed skepticism about enforcement feasibility. He highlighted the complex web of federal, state, regional grid operators, and utility regulators involved in power sector decisions.

US Energy Secretary Chris Wright affirmed the administration’s support for AI industry expansion while insisting it will proceed “without raising electricity prices for Americans.”

During his campaign, Trump pledged to reduce energy costs by 50% within his first year in office. Instead, residential electricity prices climbed 6% in 2025.

Natural gas prices have similarly increased over the past twelve months, compounding pressure on electricity rates. Industry analysts attribute domestic price increases partly to expanded liquefied natural gas exports to international markets.
