Partnering With NVIDIA and Start Campus

Microsoft is partnering with Start Campus, AI infrastructure platform Nscale, and chipmaker NVIDIA $NVDA. Together, they plan to deploy over 12,000 next-generation NVIDIA GPUs at the new site.

Start Campus—backed by U.S. fund Davidson Kempner and Britain’s Pioneer Point Partners—has already pledged nearly €8.5 billion ($9.9 billion) to develop a broader data center ecosystem in Sines. One of six planned buildings is already operational.

Brad Smith, Microsoft’s Vice Chair and President, said the project will make Portugal “a benchmark for the responsible and scalable development of AI in Europe.”

A Strategic Location for the AI Era

Portugal’s Atlantic coastline gives Sines an edge as a digital gateway between Europe, Africa, and the Americas. Subsea cables running through the region already form part of the global internet backbone.

The country is also developing large-scale renewable energy projects to power energy-intensive data centers with green electricity. That aligns with Microsoft’s commitment to carbon neutrality and sustainable growth in AI infrastructure.

Investment in AI data centers has surged since OpenAI’s launch of ChatGPT in 2022. As businesses race to integrate AI into daily operations, the demand for high-performance computing has exploded, driving massive infrastructure spending by big tech firms.

Microsoft’s Broader AI Buildout

The Portuguese project follows Microsoft’s other major European investments, including a $30 billion initiative in the U.K. and a $400 million expansion in Switzerland. Earlier this year, Microsoft also unveiled a $3.3 billion AI facility in Wisconsin, expected to start operations in 2026.

In parallel, Microsoft recently launched a research effort on “superintelligence” led by Mustafa Suleyman, head of Microsoft AI. The goal is to create infrastructure capable of training next-generation AI systems far beyond current models.

These moves come as Microsoft continues its aggressive pursuit of AI leadership through its partnerships with OpenAI and other cloud providers like CoreWeave and Nebius.

Despite a slight dip of 0.2% in premarket trading following the announcement, retail sentiment toward $MSFT remains steady. Analysts view the investment as another step toward cementing Microsoft’s dominance in the global AI infrastructure race.

The Sines hub will not only boost Portugal’s economy but also strengthen Europe’s role in the world’s emerging AI supply chain.
