Why most Coinbase KYC guides describe a verification level that no longer exists

Search for Coinbase KYC and the top results still describe Level 1, Level 2 and Level 3 verification tiers with fixed limits, while Coinbase's current Help pages describe account levels only as features unlocked inside Settings, with no published tier limits.
Below them sit pages on unrelated domains, including files uploaded to university and state government websites, that repeat a phone number and call themselves Coinbase support.
A few results openly sell "verified Coinbase accounts."
None of that helps someone whose upload just failed for the second time.
This guide uses only what Coinbase publishes about its own process, retrieved on 8 September 2026, and then, in the second half, sets it against MEXC's two-level verification.

United States


US accounts can verify with a driving licence, passport, passport card, national identity card, residence permit, visa, work permit, international driving licence, municipality identity card, indigenous card or service ID card.
Proof of address, when requested, is a bank statement, credit card statement or utility bill issued within the last three months.


United Kingdom


UK accounts can use a driving licence, passport, national health insurance card, proof of citizenship, residence permit, visa or foreign national ID, with the same three proof-of-address documents.
Coinbase specifically asks UK customers not to submit eVisas, temporary IDs or expired IDs.


EU and EEA


Coinbase's EU customer page covers residents of 31 countries, from Austria to Sweden, and states that customers complete ID verification and a live selfie.
Accepted IDs are an EU-issued passport, driving licence or national identity card, or a passport from the foreign-passport list.
Coinbase may also ask for a bank statement, credit card statement or utility bill issued within three months, and its rest-of-world page adds that an address is required on the ID itself where a country has no proof-of-address support.


Rest of the world


Singapore verifies through Singpass for both identity and address.
India accepts a driving licence, national identity card, passport, tax ID, visa or voter ID, and treats Aadhaar, a driving licence or a local passport as proof of address without the three-month rule.
Brazil accepts a consular ID, driving licence, national identity card, passport, professional qualification card or residence permit, with no proof-of-address option listed.
Nigeria, Vietnam, Turkey and Argentina all accept a driving licence, national identity card and passport alongside a foreign national ID, and Mexico accepts a driving licence, passport, residence permit, voter ID or foreign national ID, all with the standard three proof-of-address documents.
Passports from any supported country are accepted unless the table says otherwise.

How long Coinbase verification takes, and why it fails

Coinbase's own timing claim is short: after a successful submission you receive notification of the review status within 24 hours.
Third-party guides report anything from minutes to two days, and the ones this guide checked cite no Coinbase source for it, so the 24-hour line is the only one this guide relies on.
The failures Coinbase lists are almost all avoidable before upload.
The ID must be valid, supported and fully visible, and it must show your legal name, date of birth, address or country, and document number.
Photograph it flat in natural, indirect light on a plain background, and if you use a webcam move the camera rather than the card.
For the selfie, face the camera directly with head and shoulders in frame, skip hats and sunglasses, and wear glasses only if your ID photo shows them.
Wait at least 30 minutes between attempts, because upload errors can trigger a cooldown that Coinbase Support cannot lift.
A desktop without a camera can hand the capture to your phone through a QR code, but the code and the hosted page are tied to one session and expire if you wait.
Changing your name or country on the account starts a fresh verification, and Coinbase notes that you may be asked to re-upload an ID to enable trading if further checks are required.

What you can do without KYC

The honest answer is: not much on the exchange itself, and quite a lot outside it.
Coinbase requires verification at account creation, and an unverified Coinbase.com account has limited functionality until the check is complete.
Coinbase's account limits page lists sending and receiving cryptocurrency among the features that account levels unlock, and buying, selling and cashing out sit behind a verified account and a verified payment method.
Even after verification, sending crypto to your own self-custody wallet can require a small deposit test, in which you send a small random amount from the wallet to Coinbase to prove you control it.
Outside the exchange, Coinbase's self-custody products need no Coinbase.com account.
Coinbase's wallet security page states that you do not need a Coinbase.com account to use Coinbase Wallet, and its Help Center says you can sign up for the Base app without an email address or bank account, because the private keys sit on your device.
Those wallets hold and move crypto you already own, and they do not turn cash into crypto without an on-ramp that runs its own checks.
Verification on Coinbase is a condition of the account rather than an optional upgrade, and this guide does not cover ways around it.

Account limits after verification

Verification does not attach a single published limit to a Coinbase account.
Coinbase's account limits page says purchase and deposit limits depend on the verification completed, your purchase history, your payment type and more, and that your limits are displayed in the Account limits section of Settings.
The same page says Coinbase does not generally limit how much crypto you can sell to your cash balance, and that withdrawing depends on the payment method you use.
US customers also need a positive available balance to withdraw, which turns on Coinbase's deposit-hold rules.

The May 2025 data incident and what it changed

Verification data is exactly what criminals went after in the incident Coinbase disclosed in 2025, and it explains why fake verification requests now target Coinbase users specifically.
On 15 May 2025 Coinbase said that criminals had bribed overseas support agents to copy account data for fewer than 1% of its monthly transacting users, that it had received a $20 million extortion email on 11 May, and that it would not pay.
The data included names, addresses, phone numbers, email addresses, masked bank identifiers and partial Social Security numbers, while passwords, private keys and funds were not exposed, according to the company.
Coinbase told the SEC in a Form 8-K dated 14 May 2025 and filed on 15 May 2025 that remediation and voluntary reimbursement could cost between $180 million and $400 million, offered a $20 million reward for information on the attackers, and pledged to reimburse customers tricked into sending funds.
The practical lesson for anyone verifying today is that a caller who knows your name, address and last four digits is not proof of anything.

Scam warning: how to tell a real verification request from a fake one

Coinbase's own rules make the test simple.
Verification requests appear inside the app or after you sign in, legitimate flows run only on coinbase.com and identification.coinbase.com, and Coinbase will not ask you to upload documents on any other domain, even one carrying its name and logo.
Coinbase does not accept ID photos by email, so an email asking for them is not from Coinbase.
Phone numbers embedded in search snippets, in PDFs hosted on unrelated websites or on book-quote pages are not support lines, and no genuine agent asks you to move crypto to a "safe wallet" or to read out a code.
Buying a "verified account" solves nothing: the seller keeps recovery access, and both Coinbase and MEXC restrict accounts whose identity checks do not match the person using them.

Coinbase vs MEXC on verification

The second half of this guide sets Coinbase's rules against MEXC, which publishes this article, so read the disclosure at the end alongside the comparison.
Geography comes first: MEXC's User Agreement excludes residents of the United States, the United Kingdom, Canada and Singapore, MEXC has ended services in the European Economic Area, and this guide treats Australian readers as information only, so in those markets Coinbase is the answer and the table below is for reference.

The structural difference is the second level.
Coinbase verifies identity at sign-up and shows account levels and limits only inside Settings, while MEXC publishes what each level buys: Primary KYC, which asks for personal details and an ID, already carries an 80 BTC daily crypto withdrawal limit, and Advanced KYC adds face recognition for 200 BTC a day and 20,000 USD a day of fiat.
MEXC's accepted documents are an ID card, passport, driving licence or residence permit, per its KYC document page, and its FAQ says review usually completes within 15 minutes.
Both exchanges now refuse to move funds for an unverified account: Coinbase keeps it limited, and MEXC routes stuck deposits to an Application for Return and stuck withdrawals to a Withdrawal Appeal Form.

Where MEXC's two levels help, and where they do not


The pain point on Coinbase is opacity rather than strictness: the limit you get after verifying is shown only inside your account and moves with your payment method and history.
MEXC's answer is a published ladder.
A reader who verifies with an ID alone knows the ceiling is 80 BTC a day, a reader who adds the face check knows it is 200 BTC a day, and both figures sit on the MEXC KYC FAQ with a 2 June 2026 date stamp.
Timing is the second difference: 15 minutes in the normal case against a 24-hour notification window.
Three limits keep that comparison honest.
First, MEXC's verification is just as mandatory, and its FAQ says an unverified account may lose deposits, withdrawals and trading depending on the region.
Second, MEXC holds none of Coinbase's licences and cannot be used at all from the United States, the United Kingdom, Canada, Singapore or the European Economic Area.
Third, older guides, and some earlier pages on this site, quoted no-KYC withdrawal allowances for MEXC that its Help Center no longer publishes, so the June 2026 FAQ is the record.
For a trader outside the excluded regions who wants a published limit and a fast review, the ladder is the practical difference.

Stay on Coinbase if you live in the United States, the United Kingdom, the European Economic Area, Canada or Singapore, where MEXC does not serve you, and in Australia, where MEXC is not on the AUSTRAC register and this guide makes no recommendation.
Stay on Coinbase as well if your verification needs to satisfy a bank, an employer or a tax adviser, since Coinbase's checks run under the licences described in our MEXC vs Coinbase comparison.
Choose MEXC if you live in a market both platforms serve and you want a published withdrawal ceiling attached to each verification level, a review that usually clears in 15 minutes, and the option to stop at Primary KYC.
