India’s digital currency push is finally taking shape. The e-rupee is now being integrated into systems people already rely on, rather than getting them to opt in.

Welfare is the focus of India’s CBDC rollout

The Reserve Bank of India is running around 10 pilots that plug the digital currency into parts of the country’s roughly $80 billion subsidy system. This is said to help reduce leakages while helping actual usage.

The approach ties the e-rupee to existing cash flows instead of relying on a choice.

A recent report stated that in Maharashtra’s Phulenagar village, farmers are receiving subsidies covering up to 80% of drip-irrigation costs, locked to approved vendors. Meanwhile, a Gujarat pilot is targeting all 7.5 million households eligible for subsidized food, using controlled transfers to expand reach and test scale in real conditions.

A huge adoption gap persists

India’s approach will address the limited usage by embedding the e-rupee into routine transactions. However, one can’t ignore the access gap.

User numbers have climbed to around 10 million from roughly 7 million earlier this year, yet total transactions since its 2022 launch are at about $3.6 billion. That is relatively modest when compared to India’s existing digital backbone.

The Unified Payments Interface processes close to $300 billion every month.

Closing that gap will depend less on better access and whether the e-rupee can offer something that users don’t already get elsewhere.

Global pilots grow

Around 49 countries across the world are currently running pilot programs, with only a few moving to full-scale launches. India’s own initiative began roughly four years ago in 2022, but hasn’t yet transitioned into a fully mature system.

The latest push is part of a trend, where governments explore programmable money for targeted disbursements such as subsidies and aid.
