OpenAI Snags Gemini Co-Lead And Trump’s AI Aide Pre-IPO

OpenAI is recruiting two marquee names, Google AI legend Noam Shazeer and former White House policy official Dean Ball, as it readies a public market debut.

Shazeer announced his exit on Wednesday, capping a Google run that began in 2000 and made him one of its most decorated engineers. He co-led the Gemini models alongside senior researchers and helped narrow the company's gap with ChatGPT. His departure ranks among the year's biggest defections between labs, echoing Andrej Karpathy's recent jump to Anthropic.

He co-authored the 2017 paper "Attention Is All You Need," which set out the Transformer design behind most of today's large language models, from chatbots to coding assistants. He first left Google in 2021 to start the chatbot maker Character AI, faulting his old employer for moving too cautiously on consumer products.

Dean Ball Leads OpenAI Strategic Futures

Ball will start on Jul. 6 as head of a new team called Strategic Futures, reporting straight to Chief Strategy Officer Jason Kwon. The team will shape frontier AI policy and the lab's internal governance. Its mandate spans catastrophic risk, recursive self-improvement, and the changing relationship between frontier labs, governments, and society.

He helped write the White House AI Action Plan last year before returning to the Foundation for American Innovation as a senior fellow. The hire gives OpenAI a seasoned policy voice in Washington as federal scrutiny mounts and lawmakers weigh new rules.

AI Talent War Tests Rivals

The dual hire firms up OpenAI as it nears a listing it filed for confidentially this month, with a debut expected in the fourth quarter of 2026. The race pits the company against Anthropic, Google, and Meta in a scramble for talent, even as OpenAI moves to roughly double its workforce. One recruit brings deep research credentials, the other a direct line into federal policymaking.

Rival Anthropic recently raised 65 billion dollars at a 965-billion-dollar valuation, then filed quietly for its own listing on the strength of a profitable quarter.

The funding race has pushed every major lab to spend heavily on talent, computing power, and sprawling data centers.

That rivalry sharpened last week when President Donald Trump ordered an export ban on Anthropic's Fable 5 and Mythos 5 models.

Officials cited national security after learning of a technique to bypass the safeguards on the public Fable 5 build. The order forced the company to disable its most capable systems entirely, a costly blow ahead of its own market debut.
