The name reflects two concurrent upgrades across Ethereum’s core layers: the Execution Layer will implement the Amsterdam upgrade, while the Consensus Layer will deploy the Gloas upgrade. Central to Glamsterdam are the proposer-builder separation (ePBS) and block-level ACLs, designed to curb MEV manipulation and abuse, and improve block production fairness. The plan signals a security-driven shift to enhance efficiency for operators and users alike.

From a technical perspective, ePBS isolates proposer and builder roles to reduce cross-layer collusion, with ACLs enforcing permissioning without sacrificing throughput.
