New Document: Genius Act and Clarity Act Could Push $500 Trillion into XRP

Crypto researcher SMQKE (@SMQKEDQG) recently stated that these U.S. legislations are setting the stage for the largest capital markets transformation in history. The post combined research from multiple sources and pointed directly at XRP as a primary beneficiary.

The GENIUS Act passed the Senate on June 17, 2025, with a bipartisan vote, establishing the first federal regulatory framework for stablecoins. The CLARITY Act passed the House in July 2025 and cleared the Senate Banking Committee on May 14, 2026, with a bipartisan vote.

It now heads to a full Senate floor vote, with June 2026 as the target window. Together, the two bills target what SMQKE described as “the most consequential structural shift in financial history: the on-chain migration of the U.S. capital markets, estimated at $500 trillion in notional value.”

Why XRP Stands Out

SMQKE’s post highlighted XRPL directly. The XRP Ledger is a global open-source public blockchain built for payments. It processes 1,500 transactions per second, costs $0.0003 per transaction, and settles in 3 seconds. Those specs position it competitively for the scale of activity that on-chain capital markets would generate.

XRP has a specific regulatory history that makes this moment significant. It already has legal clarity and stands to gain the most from the CLARITY Act.

Institutional Capital Starts Moving

Grayscale’s research supports the macro picture. The company’s analysis noted that the GENIUS Act is “driving institutional investment in stablecoins and tokenized assets.” Meta is reportedly re-entering the stablecoin space. Stripe stated that “stablecoin payments are advancing quietly and inexorably as real-world uptake continues apace.”

BlackRock also confirmed that it will integrate its tokenized money market fund BUIDL with UniswapX. These are not speculative signals. These are active institutional commitments.

What CLARITY Act Passage Delivers

The CLARITY Act delivers concrete structural changes. Digital commodities shed SEC enforcement overhang. Non-custodial DeFi gains explicit legal protection. Exchanges gain a federal CFTC registration pathway, replacing the current state-by-state patchwork. Banks gain a clear path into custody, settlement, and tokenized asset services.

The SEC and CFTC have already categorized XRP as a commodity. The shift from regulation-by-enforcement to a statutory framework changes how institutional capital evaluates the entire space, as it will raise their confidence and open the door for more investment.
