Fresh comments from White House crypto adviser Patrick Witt added new attention to plans surrounding a possible U.S. Strategic Bitcoin Reserve. The remarks came during CoinDesk’s Consensus Miami conference, where officials discussed market structure laws, stablecoin policy, and America’s role in digital finance.

Washington Eyes Faster Crypto Legislation as Global Digital Asset Race Intensifies

Pressure has grown in recent months as several nations expand crypto activity and central banks test tokenized systems. Lawmakers now face a narrow window to finalize legislation before Congress breaks for the summer.

Patrick Witt, executive director of the President’s Council of Advisors for Digital Assets, said the White House wants Congress to pass the Digital Asset Market Clarity Act before July 4. Witt described the target as realistic despite tight timing in both chambers.

Senate Banking Committee discussions are expected later this month. June could then carry floor action in the Senate before the House considers the bill ahead of Independence Day.

Witt framed the effort as part of a larger push to keep the United States ahead in financial technology and digital assets. During the discussion, he also hinted at growing internal conversations around a Strategic Bitcoin Reserve.

Few operational details were shared publicly. Still, Witt suggested officials increasingly view Bitcoin as part of broader national financial strategy discussions. His remarks added to speculation that Washington may eventually treat Bitcoin similarly to strategic commodities or reserve assets.

Concerns about global competition remain central to the administration’s position. Witt warned that delaying digital asset rules could leave the United States following standards written elsewhere.

China surfaced repeatedly during the conversation. Witt argued that American leadership in capital markets depends on setting rules first instead of reacting later.

Stablecoin Rules Move Forward as Regulators Face Flood of Industry Comments

Lawmakers also appear close to resolving disputes tied to stablecoin yield provisions. Earlier this month, Sen. Thom Tillis and Sen. Angela Alsobrooks introduced compromise language limiting deposit-style yield offerings while permitting certain spending-related rewards.

Witt said White House officials helped bring banks and crypto firms together before senators finalized the proposal. Neither side fully embraced the outcome, according to Witt, though he described that balance as proof the compromise worked.

Debate around conflict-of-interest provisions also continues. Democrats have pushed for tighter restrictions tied to public officials and crypto activity. Witt said negotiations now focus on applying rules evenly across government rather than targeting individual offices or families.

Attention also turned toward implementation of the GENIUS Act, which established rules for stablecoin issuers last year. Treasury officials and financial regulators are still reviewing public comments before final rulemaking deadlines arrive in July.

Witt described the process as difficult but necessary. Agencies received heavy industry feedback as they worked through technical and legal questions surrounding stablecoin oversight.
