KUALA LUMPUR: Langkah menaikkan had maksimum kompaun trafik kepada RM500 hanya akan dikuat kuasa pada 2029 dengan kerajaan memperkenalkan sistem potongan 50% bagi mereka yang menjelaskannya dalam tempoh 30 hari.

Menteri Pengangkutan, Loke Siew Fook, berkata tempoh peralihan yang panjang itu sengaja diberikan bagi memberi ruang kepada masyarakat meningkatkan kesedaran dan mengubah sikap pemanduan masing-masing.

“Kenaikan ini bukan bertujuan untuk menambah hasil kerajaan, tujuannya ialah untuk meningkatkan pematuhan,” katanya ketika menggulung perbahasan Rang Undang-undang (RUU) Pindaan Akta Pengangkutan Jalan di Dewan Rakyat.

Beliau berkata, kadar RM500 adalah had maksimum berdasarkan keseriusan kesalahan, bukan dilaksanakan secara rata ke atas semua jenis pelanggaran trafik.

Loke turut berkata, langkah itu bukan bermakna kerajaan mahu membebankan rakyat, sebaliknya memfokuskan kepada aspek keselamatan jalan raya.

“Kesalahan seperti melanggar lampu isyarat merah, memandu secara berbahaya, atau mengabaikan peraturan asas boleh membawa akibat yang sangat serius,” katanya.

Bagaimanapun, katanya, sistem hukuman sedia ada perlu diintegrasikan dengan elemen pendidikan dan tindakan pembetulan lebih tegas.

“Sistem hukuman perlu disokong dengan sistem demerit, kursus semula, pendidikan, dan tindakan terhadap pesalah berulang.

“Kerajaan sedang dan akan terus memperkukuh sistem pemberian mata demerit kesalahan jalan raya (Kejara) supaya kesalahan berulang boleh memberi kesan kepada kelayakan memandu, bukan sekadar diselesaikan melalui bayaran kompaun,” katanya.

Terdahulu, beberapa wakil rakyat pembangkang termasuk Shahidan Kassim (PN-Arau) membantah cadangan kerajaan menaikkan kompaun maksimum bagi lebih 700 kesalahan jalan raya daripada RM300 kepada RM500.

Katanya, langkah itu membebankan rakyat yang sedang berdepan dengan kos sara hidup tinggi.
