Guangdong province in China has officially launched a sweeping three-year strategy aimed at embedding artificial intelligence into its manufacturing sector while drawing increased foreign investment.

The plan, revealed during two press conferences on October 22 following its formal announcement on October 21, marks a major push for the region to enhance its technological capabilities and strengthen international collaboration within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).

Officials emphasized that the AI initiative is designed not only to modernize traditional manufacturing processes but also to showcase Guangdong as a global hub for high-tech innovation.

Qu Xiaojie, deputy head of the province’s Department of Industry and Information Technology, highlighted Shenzhen-based tech giants Huawei and Tencent as emblematic of the region’s progress toward self-sufficiency in advanced technologies.

Guangdong Unveils Three-Year AI Plan

The province’s roadmap spans three years and sets ambitious goals for AI adoption in manufacturing.

The plan is expected to attract more than 20 billion renminbi in AI-focused investments by 2027, with initiatives including upgrades to 100 10-Gigabit optical networks in factories. However, specific details regarding subsidies, tax incentives, and eligibility criteria remain unclear, creating some uncertainty for international businesses evaluating potential opportunities.

Guangdong is home to over 1,500 core AI firms and 128 large or ultra-large data centers, providing a solid foundation for ambitious industrial AI projects. The province intends to issue model and compute vouchers to support businesses, though the mechanisms for accessing these vouchers are yet to be fully disclosed.

Small and medium-sized enterprises, in particular, face challenges in budgeting and benchmarking across provinces due to these gaps.

Focus on Technological Upgrades

The plan also highlights major infrastructure and pilot initiatives, including Shaoguan’s planned high-performance computing clusters and Haizhu’s AI Large Model Application Demonstration Zone in Guangzhou.

The latter is the country’s first industry-focused large model policy zone, emphasizing large-scale AI model applications in manufacturing processes.

Investors targeting robotics, biomedicine, and low-altitude aviation services, an emerging sector combining drones and aviation logistics, are encouraged to participate in Guangdong’s upcoming Global Investment Promotion Conference in Guangzhou on November 3. During this event, Guangdong will release AI scenario demand lists and product-service supply lists to facilitate partnerships across 31 manufacturing categories.

Huawei and Tencent Lead Innovation

Huawei Ascend and Tencent Hunyuan serve as full-stack AI ecosystems, integrating chips, software, and applications to support industrial modernization. However, the plan does not clarify how third-party vendors can access these platforms or participate in pilots across the six GBA cities, leaving gaps for potential collaborators to navigate.

Officials have also promised loan interest subsidies of up to 35% for technology transformation funding, aimed at reducing the financial burden on manufacturers upgrading equipment or processes. These incentives, combined with Guangdong’s broader AI strategy, demonstrate a clear intent to make the province a leading center for AI-driven manufacturing.
