What is the OCC’s GENIUS Act Implementation Proposal?

The U.S. Office of the Comptroller of the Currency (OCC) has published a 376-page proposal to implement the Guiding and Establishing National Innovation for Payment Stablecoins (GENIUS) Act. The proposal prohibits licensed payment stablecoin issuers from paying interest or yield in cash, tokens, or other forms of compensation for holding, using, or retaining stablecoins. A 60-day public comment period has been opened for the proposal published on Wednesday.

GENIUS Act’s Restrictions on Stablecoin Issuers

The GENIUS Act, which entered into force in July 2025, limited stablecoin issuance in the US to bank subsidiaries, new federal issuers, and certain state-regulated firms. The OCC proposal subjects issuers’ stablecoin economies to strict rules. If an issuer pays yield to an affiliate or related third party, it is presumed a violation; this can be rebutted with written documentation to the OCC. Exceptions include independent discounts for merchants’ stablecoin usage and profit sharing in white-label arrangements. The proposal sets an issuer-level yield ban that will impact the stablecoin yield debate in the CLARITY Act. This could increase stablecoin liquidity while limiting DeFi yields.

The central bank’s so-called dot plot, which shows 19 individual members’ expectations anonymously, indicated a median estimate of 3.4% for the federal funds rate at the end of 2026. That compares to a median estimate of 3.6% for the end of this year following two expected cuts on top of Wednesday’s reduction. A single quarter-point reduction next year is significantly more conservative than current market pricing. Traders are currently pricing in at two to three more rate cuts next year, according to the CME Group’s FedWatch tool, updated shortly after the decision. The gauge uses prices on 30-day fed funds futures contracts to determine market-implied odds for rate moves.
