I ascended the throne in early 2026 and reviewed the various skills within the Imperial Treasury. I found that each had their own strengths: some were good at planning, some at advising, and some at implementing. Now, I appoint officials according to their talents, establishing the "Three Departments and Six Ministries," each fulfilling its duties to assist me in governing. This is my decree!
