Puebla, Corregidora y Veracruz, los municipios con mayor transparencia fiscal

Los municipios de Puebla, Corregidora, Veracruz, Querétaro, Zapopan y Centro (Villahermosa) superaron los 90 puntos en el Índice de Transparencia y Disponibilidad de la Información Fiscal Municipal (ITDIF-M) 2025 realizado por aregional, donde 0 es transparencia nula y 100 es altamente transparente.

Desde 2010, aregional publica el ITDIF-M, un instrumento estadístico que evalúa el cumplimiento de los ayuntamientos en la publicación de su información contable, financiera y de deuda pública, tal como lo establecen la Ley General de Acceso a la Información Pública, la Ley General de Contabilidad Gubernamental y la Ley de Disciplina Financiera.

La evaluación se realizó sobre una muestra de 60 municipios, ya sea capitales estatales y aquellos ubicados en zonas metropolitanas o polos de desarrollo, excluyendo a la Ciudad de México.

Aunque esta selección representa menos de 2.5% del total de municipios del país, tiene relevancia en términos demográficos, económicos y de administración pública, lo que convierte sus resultados en un termómetro confiable del estado real de la transparencia municipal en México, señala el informe.

Prácticas ejemplares

Entre las prácticas ejemplares, Puebla recuperó el primer lugar nacional con 97.45 puntos, por la actualización constante de documentos de calidad, publicación de información histórica que de hasta tres administraciones pasadas y una estructura de portal diseñada específicamente para facilitar la consulta y navegación ciudadana.

Corregidora y Veracruz, empatados en el segundo lugar con 95.23 puntos, demostraron un compromiso sostenido por mejorar sus portales oficiales, se caracterizan por ofrecer navegación intuitiva, información actualizada e histórica presentada en formatos de calidad, y documentos ordenados que facilitan el acceso a la información fiscal.

Completan el grupo Querétaro, Zapopan y Centro, que superaron los 90 puntos. Querétaro escaló dos posiciones al presentar un portal actualizado y ordenado. Zapopan destacó por ser el municipio que más mejoró al sumar 13.56 puntos. Centro mostró cómo el compromiso continuo se traduce en un portal ordenado con información actualizada y archivos históricos.

“Estos seis municipios demuestran que es posible gobernar con transparencia, mantienen portales ordenados, información actualizada al segundo trimestre de 2025 y, lo más importante, conservan datos históricos que permiten comparar y evaluar el desempeño entre administraciones”, destacó Elisa Flores Silva, líder del proyecto en aregional.

Transparencia proactiva

La transparencia proactiva requiere de hacer que la información sea comprensible y accesible para cualquier ciudadano, señalaron los especialistas.

A pesar de concentrar los mayores recursos materiales, económicos y humanos, las capitales estatales reprobaron en transparencia fiscal, con un promedio de 57.44 puntos, de 100 y, 5.88 puntos menos que el año anterior; sólo 9 de las 31 capitales evaluadas superaron los 70 puntos.

Únicamente tres lograron colocarse entre los municipios transparentes; 22 capitales se mantuvieron por debajo de los 70 puntos, con lo cual los especialistas señalaron que contar con más capacidades técnicas y financieras no siempre se traduce en mejores prácticas de rendición de cuentas.

Otros siete ayuntamientos se clasifican en amarillo, con un nivel Suficiente al obtener entre 70 y 90 puntos. Mientras 47 municipios se encuentran en rojo, con una calificación Deficiente, por debajo de los 70 puntos.

El promedio nacional se desplomó a 51.32 puntos, lo que representa una pérdida de 7.71 puntos respecto al año anterior, con dos años consecutivos de retrocesos y la más pronunciada en los 15 años de medición del índice, borrando los avances que apenas en el 2023 habían permitido superar por primera vez los 60 puntos.

Incumplimiento nacional

Los 60 municipios evaluados incumplieron en las seis dimensiones analizadas, con promedios de ejecución inferiores a 65%; los peores rubros fueron Estadísticas Fiscales y Costos Operativos. La baja generalizada evidencia un abandono progresivo de la transparencia proactiva y revela que los municipios publican información insuficiente y desactualizada.

Cutberto Anduaga, director de aregional, atribuye el retroceso a vacíos legales generados por la Ley General de Transparencia publicada en marzo de 2025, que creó confusión en estados y municipios sobre sus obligaciones.

Esta opacidad, dijo, limita el derecho al escrutinio ciudadano y afecta las capacidades financieras de los municipios.
