[In the Public Square] Open bicam: Pass or fail?

For the first time in our history, the bicameral committee or bicam meetings on the national budget are open to the public. But as the first three days of the livestreamed meetings showed, transparency is one thing; producing a corruption-proof, pork-barrel-less budget is another.

And when the Senate and the House deadlocked on the DPWH allocations, the temporary fix was found only behind closed doors.

Many young, tech-savvy, number-friendly civil society activists have been holding government accountable in the budget-making process.
