The coast guards of the Philippines and China are back at negotiating “open communication lines” in order to prevent dangerous encounters in the West Philippine Sea. A previous attempt at such rapprochement fell through, and it wasn’t the Philippines’ fault.

Amid dangerous encounters out on the water, Philippine authorities called an agreed-upon hotline made precisely for such moments — but no one was picking up in Beijing.
