PANews reported on March 7 that, according to the Financial Times, the Trump administration, amid its standoff with Anthropic, has drafted strict rules for civilian AI contracts, requiring AI companies to allow "any legal use" of their models. The draft new government guidelines stipulate that AI companies wishing to do business with the government must grant the U.S. an irrevocable license to use their systems for all legal purposes. These guidelines from the U.S. General Services Administration will apply to civilian contracts and are part of a broader government effort to strengthen the procurement of AI services. A source familiar with the matter indicated that the guidelines are, in principle, similar to measures the Department of Defense is considering for military contracts.
