ILAGAN CITY, Isabela — The Philippine National Police (PNP) said on Wednesday, March 18 that it has made progress in its investigation into the killing of Lullete Jane Ramilo-De Guzman, a former Miss Philippines Earth 2013 runner-up who was shot dead on February 13 in the town of San Manuel, Isabela province.

A murder complaint has been filed against a suspect identified as alias “JayR,” who is now undergoing preliminary investigation, according to the Isabela Police Provincial Office.

Police said they are coordinating closely with the Office of the Provincial Prosecutor to ensure the integrity of evidence and proper processing of documents. Authorities have also launched a manhunt for other suspects believed to be involved in the killing.

Cagayan Valley Police Regional Director Brigadier General Antonio Marallag Jr. said investigators are following legal procedures to hold those responsible accountable.

“Justice is not the privilege of a few, but the right of all,” Marallag said.

Ramilo-De Guzman, a public school teacher and former beauty queen, was shot while inside her vehicle with her three children in Barangay Cabaritan, San Manuel.

Police said the victim was attacked at around 6:45 pm by a motorcycle-riding gunman in front of her home. The assailant fled immediately after the shooting.

She was rushed to a hospital but was declared dead on arrival after sustaining gunshot wounds to the face and body.

Her children were unharmed but are reportedly experiencing psychological trauma following the incident.

The killing sparked widespread outrage and renewed calls for justice.

Ramilo-De Guzman was a graduate of the University of Perpetual Help System-Isabela and later worked as a public school teacher.

San Manuel police chief Major Rogelio Natividad said the investigation remains ongoing to determine the gunman’s identity and the motive behind the attack.

Authorities urged anyone with information about the case to come forward as efforts continue to track down the remaining suspects. – Rappler.com
