Federal authorities have charged six Chinese nationals and two pharmaceutical companies for allegedly supplying fentanyl precursor chemicals to U.S. drug traffickers.

The indictments, stemming from Operation Box Cutter, mark a major step in combating the fentanyl crisis. The charges also reveal ties to a designated foreign terrorist organization, the Gulf Cartel. China’s Ministry of Public Security assisted the FBI throughout the investigation.

Chinese Companies Allegedly Fueled Fentanyl Supply Chain

A federal grand jury in Dayton, Ohio, returned charges against Shandong Believe Chemical Company and Shandong Ranhang Biotechnology.

The six individual defendants are Hanson Zhao, Gao Yanpeng, Xia Yi, Zhang Jian, Wang Zhoalan, and Zhang Chunhai.

From July 2025 through January 2026, these defendants allegedly marketed and delivered chemical precursors openly.

Their customers were domestic and foreign drug traffickers producing fentanyl for the U.S. market. Payments were directed through cryptocurrency transferred into foreign financial institutions.

The alleged conspiracy involved manufacturing and distributing 400 grams or more of fentanyl mixture. Three defendants also allegedly supplied medetomidine to a member of the Gulf Cartel. The State Department has designated the Gulf Cartel as a foreign terrorist organization.

Medetomidine is an animal tranquilizer roughly 200 times more powerful than morphine. When mixed with fentanyl, a single kilogram can yield at least twenty times more doses for street-level distribution. This makes it a highly sought cutting agent among traffickers.

FBI Director Kash Patel described the operation as a coast-to-coast effort targeting the global fentanyl supply chain.

He posted on X: “These indictments are historic. The multi-agency investigation involved unprecedented cooperation with China’s MPS.”

US-China Cooperation Drives Historic Law Enforcement Milestone

China’s Ministry of Public Security played a direct role in advancing the FBI’s investigation. The agency provided intelligence that helped clarify the criminal network around Shandong Believe Chemical Company. This cooperation is being described as groundbreaking by U.S. officials.

The collaboration follows FBI Director Patel’s visit to China in November of last year. That visit was the first time in a decade that an FBI Director met with Chinese counterparts to address the fentanyl crisis. It was facilitated by negotiations between President Trump and President Xi.

FBI Operations Director Joe Perez noted the partnership in a formal statement. He said the intelligence shared by China helped the FBI understand the full scope of the criminal network. He added the indictments send a clear message to those engaged in similar conduct.

Following Patel’s visit, China moved to tighten controls over fentanyl precursor chemicals. These regulatory changes were a direct result of the diplomatic and law enforcement discussions held during that trip. The indictments show those efforts are producing concrete results.

Patel stated: “Operation Boxcutter represents a historic success with unprecedented indictments including material support for terrorism.”

He also called it a new chapter in cooperation with Chinese law enforcement. The FBI and its partners continue working across the country to address the ongoing fentanyl crisis.
