DBKL invites landowners and public to propose changes to Kuala Lumpur Local Plan 2040

KUALA LUMPUR, June 15 — Kuala Lumpur City Hall (DBKL) is inviting registered landowners, developers and members of the public to submit applications for amendments to the Kuala Lumpur Local Plan 2040 (PTKL2040), which is currently in force as the capital’s primary development reference document.

Kuala Lumpur Mayor Datuk Seri Fadlun Mak Ujud said interested parties must submit a Letter of Intent (LOI) to DBKL’s City Planning Department (JPRB) by 5pm on July 10.

The letter must include the justification for the proposed amendment, a clear location or site plan, and the latest land title documents for the site concerned.

“The implementation of amendments to a gazetted local plan is a dynamic measure that takes into account the need to align current policies and address international economic challenges within the context of ongoing urban planning and development.

“It is also intended to facilitate a comprehensive planning mechanism that enables the review of land-use zoning, development intensity and development control parameters in a systematic manner, as provided for under the Federal Territory (Planning) Act 1982 (Act 267),” he said in a statement today.

Fadlun said PTKL2040, which was gazetted on May 28 last year and came into effect on June 11 this year, is a statutory document that translates the strategic direction of the Kuala Lumpur Structure Plan 2040 (PSKL2040) into spatial planning policies.

He said amendments to the local plan are subject to Section 17(1) of Act 267, which empowers the mayor to propose amendments, revisions, revocations or replacements of all or part of a gazetted local plan at any time.

Applicants will be informed of the requirement to appoint a registered town planner to prepare a Local Plan Amendment Proposal Report based on the scope of their application, he added.

Fadlun said the Manual for the Kuala Lumpur Local Plan Amendment Proposal Report will be available through the Kuala Lumpur Development Plan portal from today.

Meanwhile, he said DBKL has introduced new Guidelines on Incentives for the Implementation of Kuala Lumpur Redevelopment Projects to replace and enhance existing provisions related to urban redevelopment incentives.

The guidelines, developed following a review of the Kuala Lumpur Urban Renewal Implementation Guide 2021 and the Federal Territory of Kuala Lumpur Redevelopment Incentive Breakdown Guidelines 2023, will take effect immediately and are available on DBKL’s official website.
