The administration of US President Donald Trump has announced the creation of the Genesis Mission national initiative aimed at accelerating scientific discoveries and technological developments using artificial intelligence (AI).
The corresponding decree was signed in the White House on November 24, 2025.
The document emphasizes that the United States is in a global technological race, where the development of AI plays a key role.
The President noted that maintaining American leadership requires actions comparable to the Manhattan Project:
The main goal of the initiative is to create an integrated AI platform that will combine federal scientific data — “the world’s largest collection of such datasets” — and allow for the training of fundamental models, automate research, and accelerate breakthroughs in key areas.
The Genesis Mission involves the resources of US national laboratories, the private sector, universities, manufacturing facilities, and research centers, with a focus on energy, materials science, biotechnology, quantum technologies, and semiconductors.

According to the statement, DOE is given the authority to lead and implement the mission, including creating a single platform, coordinating interagency resources, and implementing security standards.

The Assistant will coordinate the mission to the President for Science and Technology (APST) through the National Science and Technology Council. Mechanisms will be established to coordinate AI programs across federal agencies, including competitions and grants to attract businesses, partnerships with universities and research centers, and international cooperation in areas aligned with the mission.
There are also programs for internships, scholarships and internships at national laboratories for young researchers.
Back in September 2024, before becoming president, Trump announced his support for the “industries of the future” — crypto assets and AI.
Already in January 2025, after taking office, he presented the Stargate project with a focus on the development of AI infrastructure in the United States, with the participation of OpenAI, Softbank, and Oracle. Its cost is up to $500 billion.
Moreover, in July of this year, Trump intended to announce the attraction of $70 billion of private investments in the development of AI and energy infrastructure.
