Market analyst Diana explains that this framework would treat cryptocurrencies like XRP differently at each stage, offering stricter oversight during fundraising and lighter regulation as they mature, potentially redefining crypto regulation.

Under this proposal, a token’s classification wouldn’t remain fixed forever. Instead, its regulatory treatment would evolve depending on its lifecycle stage:
