Mariano-Florentino Cuéllar joins Anthropic’s Long-Term Benefit Trust, bringing legal and governance expertise as AI governance gains urgency.

Anthropic’s Long-Term Benefit Trust has added Mariano-Florentino “Tino” Cuéllar to its ranks, bringing a former California Supreme Court Justice into the AI safety company’s governance structure. The appointment signals Anthropic’s continued push to embed legal and policy expertise into its oversight mechanisms as AI development accelerates.

Cuéllar currently serves as President of the Carnegie Endowment for International Peace, a position he’s held since October 2021. He’s already announced plans to step down in July 2026 to return to Stanford University, where he’ll lead the Center for Advanced Study in the Behavioral Sciences and the Knight-Hennessy Scholars Program.

Why This Appointment Matters

The Long-Term Benefit Trust isn’t just an advisory committee. It holds actual power—selecting members of Anthropic’s Board of Directors and advising leadership on balancing AI advancement with risk mitigation. Trustees have no financial stake in the company, creating at least structural independence from profit motives.

Cuéllar’s background reads like a checklist of relevant credentials. Beyond his seven years on California’s highest court, he’s served three U.S. presidential administrations (Clinton, Obama, and Biden) and currently chairs the William & Flora Hewlett Foundation board. More directly relevant: he co-led California’s Working Group on AI Frontier Models alongside Stanford’s Fei-Fei Li and sits on the National Academy of Sciences Committee on Social and Ethical Implications of Computing Research.

“As AI capabilities advance at an unprecedented pace, the need for governance structures that marry private sector dynamism with civic responsibility has never been more urgent,” Cuéllar said in the announcement.

Departures and Continuity

The Trust also announced that founding members Kanika Bahl (CEO of Evidence Action) and Zachary Robinson (CEO of the Centre for Effective Altruism) have concluded their terms. Both joined when the Trust was established in 2023 and participated in appointing board members including Confluent CEO Jay Kreps and Netflix co-founder Reed Hastings.

Trust Chair Neil Buddy Shah framed the Cuéllar appointment in geopolitical terms: “As AI becomes a defining factor in geopolitical competition—reshaping economies, security, and the balance of power between nations—the Trust needs leaders who understand these dynamics.”

For market watchers tracking the AI sector, Anthropic’s governance moves matter. The company remains private, but its approach to oversight could influence how regulators view the broader industry—and how competitors position their own governance structures as AI scrutiny intensifies.

The announcement by America’s Health Insurance Plans (AHIP), which includes CVS Health’s Aetna, Humana, Cigna, Centene and an array of Blue Cross and Blue Shield plans as members, comes ahead of the first meeting of the reconstituted Advisory Committee on Immunization Practices, which now has new members chosen by U.S. Health and Human Services Secretary Robert F. Kennedy Jr., a vaccine critic. “Health plans are committed to maintaining and ensuring affordable access to vaccines,” AHIP said in a statement Wednesday. “Health plan coverage decisions for immunizations are grounded in each plan’s ongoing, rigorous review of scientific and clinical evidence, and continual evaluation of multiple sources of data.” The move by AHIP is good news for millions of Americans at a time of year when they flock to drugstores, pharmacies, physician’s offices and outpatient clinics to get their seasonal flu and Covid shots. Kennedy’s changes to U.S. vaccine policy have created confusion across the country over whether certain vaccines long covered by insurance would continue to be.
