Amazon Web Services will invest more than $5 billion in South Korea by 2031. The announcement came from AWS CEO Matt Garman during a meeting with South Korean President Lee Jae Myung.

The meeting took place on the sidelines of the Asia-Pacific Economic Cooperation summit in Gyeongju. Amazon was one of seven global companies that met with the president.

The investment will fund construction of new artificial intelligence data centers. AWS plans to build these facilities in the Incheon and Gyeonggi regions near Seoul.

This represents the largest foreign direct investment in South Korean history. It breaks Amazon’s own record set just four months earlier.

In June 2025, AWS announced a $4 billion investment for a data center in Ulsan. That project was part of SK Group’s plans to build the country’s biggest data center.

The new $5 billion commitment pushes Amazon’s total South Korean investment past $9 billion. Both projects will be completed by 2031.

President Lee called the investment a boost for South Korea’s AI ambitions. The country aims to become one of the world’s top three AI leaders.

AWS’s Regional Expansion Plans

Garman outlined AWS’s broader investment strategy during a business event at the summit. The company has committed $40 billion across 14 non-U.S. APEC countries between now and 2028.

According to Garman, this $40 billion investment generates an additional $45 billion in U.S. GDP. The economic benefits flow throughout the APEC economy.

AWS has announced similar data center investments in other Asia-Pacific countries. These include Japan, Australia, and Singapore.

South Korea offers particular advantages for data center development. The country hosts two of the world’s leading memory chip manufacturers.

Samsung Electronics and SK hynix produce chips essential for AI products. These components are critical for the data centers that power AI services.

Growing AI Investment in South Korea

The seven companies that met with President Lee pledged a combined $9 billion. This total covers investments planned for the next five years.

OpenAI also recently announced plans for South Korean data centers. The company will establish joint ventures with Samsung and SK to build two facilities.

OpenAI’s project is being called a Korean-style Stargate. The initial capacity will be 20 megawatts.

South Korea has one of the largest numbers of paying ChatGPT subscribers globally. Only the United States has more subscribers.

OpenAI signed initial deals to source memory chips from Samsung Electronics and SK Hynix. These agreements support the company’s data center operations.

AWS already operates data centers on the outskirts of Seoul. The new investment will expand this existing infrastructure.

The construction timeline runs through 2031. Amazon closed at $229.25 on October 28, up $2.28 or 1.00%.
