Norges Bank Holds Off on CBDC Introduction for Now

Norway’s central bank, Norges Bank, has decided that introducing a central bank digital currency (CBDC) is not a priority at this time. Despite years of research and experimentation, including trials with token-based settlement on blockchain infrastructure, the bank has concluded that there is no immediate need for a CBDC. Norges Bank stated that its current payment system already ensures secure, efficient, and cost-effective transactions, reducing the urgency to adopt a CBDC.


Governor Ida Wolden Bache expressed that although there is no necessity for a CBDC at present, the bank remains open to reconsidering the idea in the future if the need arises. Should the financial landscape change or if there is a demand to modernize the payment system, Norges Bank will be ready to explore the option of introducing a CBDC.

Exploring the Future of CBDCs in Norway

Norges Bank’s cautious approach follows extensive experimentation with both retail and wholesale CBDC models, which included involvement in Project Icebreaker. This trial examined cross-border retail CBDC transactions. Despite the potential benefits of wholesale CBDCs in modernizing interbank settlements, the central bank has yet to find sufficient evidence supporting their immediate deployment. Furthermore, there are currently no established infrastructures or standardized systems in place for such digital currencies.


In its recent statement, Norges Bank also noted that it is closely monitoring developments in other central banks’ CBDC initiatives. While there is no immediate plan to launch a digital currency, Norges Bank is open to future collaborations, especially if other central banks implement their own CBDCs. The bank has expressed interest in possibly leveraging solutions and standards from the Eurosystem, should such initiatives gain traction in the future.


Norges Bank’s Stance in the Context of Global CBDC Developments

The European Central Bank (ECB) is moving forward with its own CBDC plans, targeting a potential launch of the digital euro by 2029, depending on regulatory and legal progress. Although Norges Bank is not yet pursuing a CBDC, it is carefully monitoring the developments of the digital euro and other similar projects.


While Norges Bank holds back on immediate CBDC plans, it remains attuned to the evolving global financial landscape and is prepared to act if necessary.

But momentum is shifting. Industry sources told the Financial Times that Chinese manufacturers plan to triple AI chip production next year to meet growing demand.
