Indonesia Extends Halal Deadline: What Changes for Small Businesses?
Indonesia has given micro and small businesses more time to prepare for halal certification. Under Government Regulation No. 40 of 2026, the transition period for food, beverages, slaughter products, and slaughtering services supplied by these businesses runs until October 17, 2028. The extension creates room to organize ingredients, production procedures, and documentation before the deadline.
The distinction between business categories matters. Indonesia’s MSME label includes micro, small, and medium enterprises, but the additional time for this food category applies to micro and small enterprises. The requirement for medium and large businesses in the same category has applied since October 18, 2024, according to BPJPH’s explanation of the revised halal certification schedule.
For business owners, the immediate financial effect concerns the timing of preparation. Work and spending can be spread over a longer period, while the certification obligation remains. The value of the extension will depend on what businesses complete during that time, particularly when they use numerous ingredients, change suppliers, or plan to enter sales channels with stricter requirements.
Which Businesses Receive More Time?
Government Regulation No. 40 of 2026, established on October 14, 2026, amends parts of Government Regulation No. 42 of 2024. Its provisions distinguish business size, product category, and product origin. A single deadline therefore cannot be applied to every business activity.
The main differences relevant to food and beverage businesses are:
Category | Applicable schedule |
Food, beverages, slaughter products, and slaughtering services from micro and small businesses | Transition period ends October 17, 2028 |
The same product and service categories from medium and large businesses | Requirement remains applicable from October 18, 2024 |
Food, beverages, slaughter products, and slaughtering services originating overseas | Requirement begins October 18, 2028, taking mutual recognition arrangements into account |
These distinctions appear in Article 160 of the copy of Government Regulation No. 40 of 2026 hosted by LPPOM.

Owners should confirm their business classification before setting a preparation schedule. Shop size, visible employee numbers, or the description “home business” are insufficient to determine the applicable legal category.
Service providers also need to read the relevant provisions carefully. The regulation distinguishes slaughtering services from other services connected with food, beverages, and slaughter products. The applicable provision should match the activity actually performed.
More Time Changes the Spending Schedule
Preparation may involve reviewing ingredients, collecting supplier documents, recording production procedures, and adjusting operations. The workload varies. A producer with a simple recipe and stable suppliers faces a different task from a business that uses numerous blended ingredients and frequently changes product varieties.
The extension allows owners to incorporate this work into routine operations. Ingredient records can be updated during purchasing, supplier documents collected when orders are renewed, and production procedures reviewed alongside normal operational checks.
The financial benefit comes from spreading expenditure. Consider a business that estimates an internal preparation budget of Rp2.4 million, separate from any applicable certification service charges.
Preparation over six months requires an average allocation of Rp400,000 per month.
Preparation over 12 months requires an average allocation of Rp200,000 per month.
The total remains Rp2.4 million if requirements and prices do not change.
These figures are an illustrative internal budget, not an official halal certification tariff. They show how a longer preparation period can reduce monthly cash pressure. Total costs may still rise if the business changes ingredients or repeats work that was not properly documented.
Four Areas Owners Should Assess
A preparation budget becomes more useful when its components are identified. Owners can begin with four areas.
A. Certification Route and Funding Eligibility
Businesses need to establish whether their products qualify for the self-declaration route and whether suitable official assistance is available. Eligibility affects the application process and the support required.
Assuming that every micro or small business automatically receives free certification can distort budgeting. Program requirements and actual availability should be checked before treating service charges as zero.
B. Ingredients and Supplier Documentation
The ingredient list should cover every component used in production, including blended materials. Relying entirely on verbal supplier assurances may make subsequent checks difficult when a brand, formulation, or source changes.
This work can accompany better purchasing records. Clear ingredient and supplier information makes changes easier to trace, although recordkeeping alone does not establish that all halal requirements have been met.
C. Production Procedures and Equipment
Necessary adjustments depend on actual operations. New equipment should not be assumed to be mandatory for every business. Owners do, however, need to understand whether their premises, equipment, and production procedures meet the requirements of the certification route being used.
An initial assessment helps distinguish changes that can be handled through working procedures from those requiring additional spending.
D. Owner Time and Administration
Document collection, ingredient records, and coordination with assistance providers take time. A business in which one owner handles production and sales needs to schedule administrative work alongside those responsibilities.
This opportunity cost rarely appears on an invoice. Repeated submissions caused by incomplete information can consume time otherwise available for serving customers.
Free Certification Has Eligibility Conditions
BPJPH announced a 2026 allocation of 1.35 million free halal certificates through the SEHATI program on January 2, 2026. This was the allocation announced when the program opened, not a confirmed remaining balance in October 2026. Details are available in the official SEHATI 2026 announcement.
Participant requirements include a Business Identification Number, or NIB, classified as micro or small, ingredients whose halal status has been established, and a simple production process. The self-declaration route also includes verification by a Halal Product Process assistant. An owner’s declaration forms part of that process rather than replacing verification.

Funding for certification services should also be distinguished from internal preparation. Owners may still need to allocate time to documentation or adjust production procedures. Full requirements and application guidance are available through BPJPH and the SIHALAL portal.
Legal Deadlines and Buyer Requirements Can Differ
The government’s extension does not automatically change commercial requirements. A distributor, prospective partner, or procurement organizer may require halal certification when evaluating products. A business seeking that sales opportunity would need to meet the buyer’s applicable conditions.
Owners can compare preparation costs with opportunities that actually exist. A document request from a prospective buyer provides a firmer basis for a decision than an assumption that certification will inevitably increase revenue.
Certification does not guarantee distributor acceptance, credit approval, or stronger sales. Pricing, product quality, supply capacity, and customer demand continue to affect commercial results.
What Businesses Can Start Now
Micro and small businesses can use the additional time to complete preparation gradually:
Confirm the business classification and product category used in the application.
Compile ingredient lists, supplier details, and available documents.
Check eligibility for self-declaration and official assistance.
Identify production adjustments that are actually necessary.
Set an internal application target ahead of the applicable deadline.
The next developments to monitor are implementation guidance, funding requirements, and the availability of official services. The extension to 2028 becomes useful when businesses reduce their outstanding preparation work. Waiting without improving documentation simply moves the same workload to a later date.
