Binance hot wallets continue moving funds, with total transfers exceeding $6.2 billion
According to Odaily Planet Daily, abnormal fund outflows began appearing across multiple Binance hot wallets from 04:24 (UTC+8) on October 30. Initially, “Binance 14” transferred ETH, USDT, and dozens of other tokens to newly created addresses, after which the abnormal transfers expanded across multiple blockchains. On-chain monitoring at one point indicated that the total amount transferred exceeded $6.2 billion. Tether, Circle, Ripple, and other issuers subsequently froze portions of related stablecoin assets, while Binance temporarily suspended withdrawals and Alpha trading. As of publication, Binance continues to describe the incident as a “potential security issue,” says it is investigating, has not confirmed that user funds were affected, and states that user funds remain safe.
Market report: Polymarket front end may have been compromised, with assets withdrawn without authorization
According to Polymarket’s official status page, at 02:05 (UTC+8) on October 30, the platform entered cancel-only mode and paused relayer operations. At 02:37, Polymarket confirmed that its international site had been affected due to a compromised third-party service provider, adding that the issue had been remediated and reported to law enforcement. At 02:55, the platform entered monitoring mode, and at 03:05 the incident was officially marked as resolved. The status page currently shows core systems operating normally, while Polymarket has stated that affected users will be compensated. On-chain data showed that the suspected attacker address at one point held approximately $2.65 million worth of POL.
Bank of England opens consultation on tokenized collateral for clearing
According to Cointelegraph, the Bank of England has opened a consultation on allowing central counterparties to accept digital versions of eligible collateral and stated that existing rules already permit such assets when they meet clearing standards. The proposed supervisory statement is intended to clarify the information CCPs must provide when applying through existing approval processes and does not introduce new regulatory obligations. The central bank emphasized that tokenized collateral must remain capable of being valued, transferred, and liquidated under stressed conditions. The consultation will close on February 12, 2027.
PhotonPay raises $40 million in Series C funding led by Blockchain Capital
According to Odaily Planet Daily, Hong Kong fintech company PhotonPay has completed a $40 million Series C funding round led by Blockchain Capital, with SBI Group joining as a new investor and IDG Capital, GL Ventures, and Lightspeed Faction also participating. PhotonPay is developing a stablecoin-centered financial operating system. As of August 2026, its annualized transaction volume had reached $65 billion, it had secured 34 payments and financial licenses or authorizations, served more than 200,000 enterprise clients, and operated across more than 200 countries and regions.
KuCoin suspends services for users in Russia and Belarus and provides an asset exit process
According to Cointelegraph, KuCoin has announced the immediate suspension of all products and services for users located in Russia and Belarus, citing legal and regulatory compliance considerations. The platform will provide affected users with an orderly exit process so they can withdraw their assets. Meanwhile, the Bank of Russia has approved NAUFOR as a self-regulatory organization for cryptocurrency exchanges and digital asset custodians, and registered entities will be required to join and comply with the country’s new regulatory framework.
Stellar Development Foundation makes strategic investment in Marketnode to expand institutional tokenized RWA access in Asia-Pacific
According to Odaily Planet Daily, the Stellar Development Foundation has made a strategic investment in Asia-Pacific digital market infrastructure operator Marketnode to expand institutional investor access to tokenized real-world financial assets through the Stellar network. Marketnode is backed by Euroclear, HSBC, Singapore Exchange Group, and Temasek, and provides issuance, distribution, and servicing infrastructure for funds, credit products, and structured products, helping connect traditional financial institutions with on-chain asset infrastructure on Stellar.
Uniswap launches TJAR to convert fee revenue into designated tokens
According to Odaily Planet Daily, Uniswap has launched TJAR, allowing fee-generating applications to automatically convert revenue received in multiple tokens into assets designated by the project team. Applications typically earn fees in the same tokens users trade with, while project teams may prefer to consolidate revenue into stablecoins, ETH, or their own project tokens. TJAR is designed to provide a standardized conversion mechanism, reduce the complexity of managing multi-asset fee income, and further automate revenue management for on-chain applications.
