Binance: First Batch of Withdrawals Reopens on the Bitcoin Network
According to Odaily Planet Daily, Binance has begun a phased restoration of withdrawals following the security incident, with the Bitcoin network among the first to reopen. The platform had previously said that the first phase of withdrawal services would resume between 14:00 and 17:00 (UTC+8) on November 1, covering BTC, ETH, BNB, TRX, SOL, XRP, ZEC, DOGE, TON, POL, AVAX, ARB, BASE, OP and SUI networks and assets. Binance warned that temporary delays could occur during the initial period due to concentrated traffic, while other networks would reopen after completing security checks. Deposit services remain available.
Binance: Withdrawals Restored Across 15 Networks, Net Outflows Reach About $3.64 Billion on November 1
According to Odaily Planet Daily, Binance said it began gradually restoring withdrawals at 06:00 UTC on November 1 and completed the first phase across 15 networks and assets by 12:36. As of 15:30 that day, the platform had processed $4.649 billion in withdrawals and $1.01 billion in deposits, resulting in net outflows of about $3.64 billion, equivalent to 2.1% of its $171 billion in assets under management. Binance said withdrawal demand surged initially before easing and stabilizing, while deposit volumes remained relatively high. The platform also completed a new Proof of Reserves snapshot at 00:00 UTC on October 31, with the updated report expected on November 2.
Losses Rise About 745% Month-on-Month as Crypto Industry Records 56 Major Attacks in October
According to Odaily Planet Daily citing PeckShield data, the crypto industry recorded 56 major security incidents in October 2026, resulting in total losses of approximately $6.48 billion, up about 745% from roughly $766 million in September. The Binance security incident accounted for about $6.3 billion in losses, with around $3 billion already frozen, making it the largest crypto security incident of the year by value. Bitget and Liquid Network followed with losses of approximately $387 million and $320 million, respectively. As of October 31, the top 10 attacks of the year had caused about $8.6 billion in total losses, representing 92.3% of the year's aggregate losses before accounting for frozen or recovered funds.
FBI Attributes Binance Theft of Over $6 Billion to North Korea, Urges DeFi Platforms and Operators Including THORSwap to Block Related Transactions
According to Odaily Planet Daily, the FBI has attributed the theft of more than $6 billion in virtual assets from Binance around October 29 to North Korea and identified the malicious activity as “TraderTraitor.” The FBI said that, together with the U.S. Secret Service and IRS Criminal Investigation, it observed the attackers primarily converting stolen assets into ETH and expects them to continue moving funds through DeFi and instant-swap services. The agency also called on THORChain node operators, RPC node operators, instant-swap services, DeFi platforms and blockchain analytics firms to block transactions linked to the relevant addresses, while publishing hundreds of associated ETH, BTC and SOL addresses.
Bank of Korea Investigates Progress and Risks of Banks and Securities Firms Entering Virtual Asset Businesses
According to Yonhap News Agency, the Bank of Korea has begun monitoring financial institutions' progress in entering the virtual asset market and has asked 18 banks and 13 securities firms to provide information on their related business activities and risk assessments. The survey covers organizational structures, budgets, market-entry progress, risk evaluation and risk-management measures. It also asks institutions to assess the possible impact on the traditional financial system if a major virtual asset exchange were to suffer a serious incident such as a large-scale hack and temporary operational disruption.
Gyeonggi Province Suspends Stablecoin Introduction Project, Originally Scheduled for Completion in February 2027
According to NexBlock, South Korea's Gyeonggi Province has suspended its stablecoin introduction research project as it waits for further policy clarity around measures including the Digital Asset Basic Act. The project began in early July and had been scheduled to conduct a first-phase proof of concept in August, followed by expansion and testnet work from October through December, but has yet to make substantial progress. A provincial official said the project has not been cancelled and that the suspension reflects policy considerations rather than a broad budget cut, although the original February 2027 completion timeline is likely to be delayed.
Uniswap Opens TJAR Fee Conversion System to All Applications Across Seven Chains
According to Odaily Planet Daily, Uniswap said its TJAR fee conversion system is now available to all applications, allowing apps to automatically convert fees received in different tokens into designated assets. The system processed more than $15.3 million in conversions last month and currently supports seven blockchains. Robinhood is already using TJAR through the Uniswap API and receiving fees in USDC and USDG. The mechanism further automates the conversion of fragmented multi-asset revenue and expands Uniswap infrastructure into on-chain application revenue management.

Users should access accounts only through independently verified official channels, avoid wallet or withdrawal links sent through unsolicited messages, never disclose seed phrases, private keys or verification codes, and refuse additional payments requested for supposed asset recovery.
